Chronological steps towards ratification for Security Surveillance System in TOS

In order to give a clear narrative of the ratification
of S2I and to have it on record, the following document is compiled.
Chronology of events that urged TOS management to
introduce robust security systems:

Ryan School incident of November
2017
·
Within that week, Parents
visited the school to ask questions related to safety of their ward/s during
their stay in school.
·
Class Parent
Volunteers and all Members of Parent Teacher Executive Committee visited the school and took stock of security system of TOS, which included visit
to each floor and class, understanding the CCTV Cameras and the monitoring
system.
·
School had already initiated few measures like labels in toilets,
floor maushis, additional cameras, strict entry procedures, allocating separate
toilet for transport guys etc.
·
However, CPV, PTA
executive committee members suggested that TOS needs to have a security system
which is not dependent on security personals’ vigilance and is futuristic in it’s
usage.

Team TOS began its market search for better system.
·
With immediate effect TOS took the following steps apart from
beginning to invite different proposals for an effective Security Surveillance
System.
ü 1. TOS appointed Floor
Maushi for each floor apart from the regular security Guards.
ü 2. Ensured that there is a designated wash room
for age group
ü 3. A dedicated person sitting at the entrance of
each wash room to take care of any untoward incident.

TOS invited and analyzed various proposals for security which
included Biometrics, RFID, Active RFID.We came across this Security
Surveillance System, during a conference. Which is developed by highly
competent personals, who have experience of working with security system of Defense
and Mining Industry.

After multiple meeting in a short span of a week with Amdaya,
TOS decided to meet PTA Executive Committee on 11th Nov 2017 for sharing the proposal and to decide on
run through of prototype of the said surveillance system for one section of two
classes (classes II and XI).

It was ratified by the
PTA members that if the prototype is found effective, it will be installed in
entire school. The cost of this facility would be borne by parents.
·
5th Dec, 2017-The School Board ( PNES
Representatives) met to discuss the final proposal and offered to share the 50%
cost of the prototype with the service provider.
·
20th December,
2017-detailed
scope of prototype was agreed upon and timelines were defined.
·
The prototype of 8 weeks’ timelines was given a go ahead starting
from 25th December till 19th
Feb,2018; followed by support until end of April.
·
6th Jan ,2018- Meeting with CPVs and PTA
Members was specially of class II and Class XI was called for to orient the
parents about the processes related the prototype.
·
!9th Feb, 2018- the prototype went live
with more than the promised features. During this time some false alerts were generated,
but were corrected with in a stipulated time with minor calibrations. TOS task
force was formed to manage and resolve the alerts.
·
March 2018- TOS and Amdaya were
engaged in critical analysis of the prototype, sought feedback from task force,
students (class XI) and escorts. To make it authentic and objective.
·
Further engaged in negotiations on cost to make it cost
effective for TOS, Amdaya and specially the parents.
·
7th April 2018- During the closure Meet
the outcome of the prototype was shared. After due discussion on effectiveness both
of cost and features ensuring children’s security, it was deciding that in
principle PTA agrees to go ahead. They wanted to know the costing of each
component to understand how per student cost was arrived at; explore ways of
reducing cost, include transport if possible so they can explain to larger
parent community.

It was decided that there will be another meeting on 12th April with all PTA
Members. Amdaya was asked to give as much information as possible to make it
logical and convenient for PTA to convince the larger community of parents.
·
On 9th April, 2018 Principal shared a mail with
all PTA members present on 7th April 2018, sharing the revised cost.
·
Minutes were shared with all members giving context and final
discussion of PTA.
·
Since many of the PTA Members were not able to come for
meeting, it was decided that they would share their approval /disapproval of
the security system with the revised cost
which was 590 per child per month.
·
The system will take time to do all the ground work till
September 2018 and begin its operations from October 2018. Accordingly the
quarterly charges were shared. It was also decided that we will keep it for 3 years.
·
Questions raised by PTA executive committee were clarified
via mails – why school decided only for the premises, why detailed costing not
shared, why not transport, why only 3 years etc.
·
After receiving the comments and consent mails by the PTA
Members, it was decided based on e-mail ratification, TOS would go ahead with
the implementation of the Security Surveillance System for entire school.Two of
the PTA members gave verbal consent over the phone ,but could not send a mail. (details
attached)

School management – PNES representatives gave
a final go ahead
·
Cost for 2018 -19 will be charged in two installments –
September –October and February
· For 2019- 20 & 20-21 – along with four fee cycle.
